He told a press conference in Solan that there is no plan to shift the technical wing of the government from the Zilla Parishad to the Rural Development Department.

The minister said that during the time of the former Congress government, the employees had demanded to establish a technical wing in the District Council on the lines of other states of the country.
Although the Congress government did not fulfill their demand, but the Jairam government fulfilled this demand of the Panchayati Raj employees, about 8 to 10 years old. There is now a plan to seat a Superintendent Engineer level officer in this wing of the government. This wing has just been established. Gradually it will be strengthened. On the question of not starting the promotion process even eight months after the establishment of the technical wing, the minister said that now the process has started. Now the government has plans to appoint new technical assistants, panchayat secretaries and GRS employees.
On the stalled development works of the 14th Finance Commission due to lack of cement in panchayats, the Minister said that there was some technical bottleneck in the earlier MoU with the Civil and Supply Corporation. Now the new MoU has been signed again. The supply of cement has started. In the first week of February, all panchayats will have access to cement and by March 31, the entire budget of the 14th Finance Commission will be spent. He informed that no longer lousy animals will be found in the roads of the state.
